I've become very interested in phenibut as I have fairly bad anxiety accompanied by essential tremor. The U.K. sites I've looked at or no longer stocking it because of the blanket ban but I can't really find and solid information as to whether it is illegal or a grey area. Any information on legality or recommendations of websites would be greatly appreciated, cheers.

This is a very good question! One I don't think we'll truly know the answer to until there have been a few tests cases looking to prosecute importation of nootropics.
The blanket ban is so vague that yes it technically does cover Phenibut and all other synthetic nootropic substances. What will happen if you import (no distinction for personal use either)? Will either slip through customs unnoticed, seized and destroyed, issued warning and put on a watch list for a couple of years, or full force of law could be applied and you could face up to 7 years in prison. How they'll decide to pursue Nootropics and their users for import is truly unknown. One would imagine they would primarily go over the legal highs being imported to prosecute, for now. Nothing to say when/if that subsides that they won't go after nootropics too.

Alternatively sellers may pop up on the Darknet in the uk or may be on there already (don't use, so don't know)

if you drive your car, through the chunnel to France, pick it up, drive back... In other words, I am not familiar with how the EU works between member nations, here in the states if I drive say from Washington to Oregon, there are no searches involved so that makes it pretty difficult to stop someone getting something in another state where something is illegal when it's illegal in their home state. But if I go to Canada, they disassemble my car on the way back. (Funny that, Canada has never searched me or hassle me, it's always been my home country dickwads at the border making my life difficult).

I used to live in Canada and ordered bulk powder DHEA from the US. DHEA was and probably still is very illegal in Canada, but sold in convenience stores in the US. The guy I bought it from simply labeled it as creatine monohydrate, which I believe is legal everywhere. I ordered many products from this guy, a couple of packages were opened but only to check if the label on the product matched the declared product on the customs declaration. Nobody ever bothered to do chemical assays on 100grams of white powder which looks like creatine monohydrate and is labeled as creatine monohydrate.

All of the preceding arrangements were set up through telephone calls, not through email, obviously.
